Killing of 21 Medical

SNHR issued its monthly report about the violations against medical and civil defense staffer documentation in February by conflict parties in Syria
The report confirmed that the government forces involved in shelling and targeting the medical and civil defense staffer since 2011. A well as the armed conflict parties which targeted the medical and civil defense staffers by arresting and killing them. This indicates the deliberate policy to increase killing and suffering of injured in both civilian and armed persons.

The report documented the killing of 2 individuals in medical and civil defense staffer, in February 2016, distributed as follows:6 individuals killed by the government forces , 13 individuals were killed by Russian forces, one killed by Kurdish self-management, and one was killed by ISIL.
The report detailed the medical and civil defense staffers victims who were killed by government forces as follows: one nurse and 5civil defense staffers. While the Russian forces killed one doctor and two volunteers in Syrian Red Crescent. And Kurdish self-management killed one medical staffer
SNHR follows high standards for documentation are based on collecting direct testimonies from survivors or victims’ families in addition to analyzing and verifying photos, video footages, and some medical records. However, it confirmed that SNHR can’t document all the incidents in light of the ban and pursuit by the Syrian regime and other armed groups.

The report indicates that the Syrian and Russian governments and ISIL have blatantly violated both the International Humanitarian Law and the norms of the Humanitarian law; particularly Article 3 of Geneva Conventions and the international humanitarian law and committed crimes that can be openly classified as war crimes when it targeted medics as well as crimes against humanity through these numerous acts of killing
And claim the Security Council should uphold its legal and moral responsibilities in respect to what happening in Syria instead of only watching the daily bloodshed
Finally, the report recommended the international organization to send volunteers to safe areas where wounded are sent for treatment. Specially after documented many death cases which resulted from the shortage in medical staffers.
