A fourth Human Rights Day passes and the bloodbath is still ceaseless in Syria where civilians are paying the dearest prices of all. From March 2011 until March 2012, the Syrian regime was majorly the only crime perpetrator in Syria before the beginning of the armed conflict. 98% of the victims were civilians who were killed by government forces. In November 2011, the Independent International Commission of Inquiry on the Syrian Arab Republic openly accused the Syrian government of committing crimes against humanity. On 14 September, 2012, the Security Council resolution 2042 was adopted to commence the implementation of Annan’s six-point plan for Syria, since then, nothing has changed. The Syrian regime aggrievedly escalated its attacks by using more deadly weapons including machine guns, tanks, missiles, helicopters, warplanes, Scud missiles, cluster munition, and chemical weapons. The only response on the international community’s part was more reports by the Independent International Commission of Inquiry on the Syrian Arab Republic. With the end of April 2014, the total number of victim exceeded 192,000 victims according to the Office of the United Nations High Commissioner for Human Rights. Those numbers didn’t include the causalities among the Syrian armed forces, mercenaries (Shabiha), National Defense Militias, or ISIS. More than 75% of the victims are civilians whereas the death toll is expected to exceed 225,000 with the end of November 2014. The silence is still dominant and we are still waiting for someone, whom, apparently, we don’t know, to implement the principles of Responsibility to Protect (R2P), which was adopted by the United Nations General Assembly in 2005, in Syria and achieve national security and safety which is a natural basic right established by the International legitimacy rather than a luxury or privilege.
