The Syrian Network for Human Rights (SNHR) is pleased to announce the signing of a Memorandum of Understanding (MoU) with Airwars to enhance cooperation, share, and analyze data on airstrike incidents and their impact on civilians. The memorandum lays the foundations for ongoing cooperation and establishes protocols for exchanging public and non-public information in support of transparency, accountability, and the protection of civilians.

This MoU stems from the SNHR’s policy of signing memoranda of understanding that frame the process of data sharing with international mechanisms, academic institutions, and specialized organizations. This MoU also reinforces our commitment to accurate, victim-centered documentation and enables legitimate research and accountability processes that serve the public interest.

Fadel Abdulghany, Executive Director of SNHR, said:

“Reliable, properly organized data is the foundation of accountability and protection, and this MoU with Airwars embodies our shared commitment to methodological accuracy, responsible data governance, and the ethical use of information in ways that contribute to reducing harm to civilians and promoting justice.”

Finally, this Memorandum of Understanding complements the Syrian Network for Human Rights’ previous cooperation frameworks with international mechanisms and research institutions, with the aim of improving the quality and comparability of data, ensuring its legal use in civilian protection efforts, accountability, and supporting the transitional justice process.
